In the last few days there have been difficulties with exports as required certificates of origin could not be provided because the responsible authorities were unavailable or understaffed due to the shutdown. That is why it has now been decreed that exports are temporarily possible even without certificates of origin. The authorities will provide the documentation at a later date.
